Yes, preferably, Brazilian cut, 100% cotton, bikini panties, with gathers about the waist and legs. They should either match the skirt, or match the top. When they match the skirt, and there is a gust of wind, the "cheerleader effect", will be produced. When they match the top, hopefully a contrasting top, a gust of wind will produce the "flash effect".
A black mini skirt, would go well with red or black panties. The top should match the panties. A green mini skirt, would go well with green or yellow panties. Again, the top should match the panties. Gold, may be substituted for yellow, provided, the green is a relatively dark shade of green.

just wear the under garments...forget the mini skirt...and NO high heels...thats tacky..

Yes if you are a guy because your business might peek out and say "hello!" if it isn't tucked into drawers of some kind. This happened to a guy I know when he tried on his girlfriend's clothes with no underwear. You guys are just not as aerodynamic as us chicks!

i don't know about most people... but i feel my knee length bloomers must be worn with my mini skirts... cause i feel there should be a bit of modesty when skankin' it up...
