If the heater works/get a good breeze out of the vents then it's not a blower motor.

Its the blower fan.. Could be the motor or could just be a loose wire / blown fuse. Check you fuse block first to make sure its not that. As far as cost it all depends on what kind of car you have and where you take it... but it shouldn't be too crazy of a cost
