Because since they are here anyways, it is a way to make sure that the majority of people on the road can actually operate a vehicle in a safe way and know what American road signs mean..
It's not the job of the state's department of transportation to police illegal immigration - it's their job to keep our roads safe. More licensed drivers on the road = safer roads.

Oh and how easily we all harp on to this subject. And how fast we forget that with out illegals working in the country, we'd be paying at least 2-3 times more for everyting we buy here in America.
