Drum brakes work when brake fluid is put under pressure to expand the shoes until they contact the drum part, slowing the car down from the friction. A leak will put air in you lines leaving you with spongy brakes, there will be less hydraulic pressure at the brakes themselves giving you poor break performance. I don't know what you what you mean by a wheel cylinder but if your just talking about part of a brake there's always the caliber, piston, pads, shoes... there's a master cylinder

Hydraulic brake fluid is forced through the brake pipes by applying pressure with your foot on the brake pedal. When the fluid reaches the brake wheel cylinder it causes a piston to move forward and push a brake shoe against the brake drum thus slowing the rotational movement of the drum---2-block the vehicle up safely, wear a dust mask, avoid brake fluid on your person, be careful of pinching your hands and avoid dust in your eyes 3 .A hydraulic fluid leak will reduce the efficiency if it contaminates the brake shoes, and if air gets into the system causing the vehicle to pull to one side when breaking and the break pedal becoming spongy. 4 piston, hydraulic washer, dust cover, metal cyl body

Oh great.......another future "Certified" mechanic that doesn't know anything.

He doesn't even know how to spell "brakes".

ADDED:
"The blind leading the blind"
What's up with this guy below me giving an answer and doesn't even know what a "wheel cylinder" is. (drum brakes don't have calipers, they have wheel cylinders)

Added#2 "caliber?"....CALIPER
