First and foremost: Are you even dating? If not, go out on dates for a few months, hold hands, get her gifts and such. If she does not express approval (at least in her body language), then do not propose.
Now, the actual act: There are many events in your life you will never forget (or her). A marriage proposal is one of them. And remember, she has thought about it a WHOLE lot longer than you have.
So, you can take one of two approaches.
1. Romantic: Sure, you can go to the most expensive, most romantic restaurant in town and pop the question at the table (like in all the movies), and that is probably what she thinks she wants, but EVERYBODY does that.
If she is of the type that "is in to that stuff" then do it that way.
(Have you met her family yet? If not, then you are not ready).
You can do this around valentine or Christmas.... and the effect would not be lost.
OR
2. Wild and Unconventional (this is my favorite way): Let your imagination go wild on how to do this (there was the one last month where the guy to ask through a Boston Herald Crossword Puzzle). The Jumbotron at a game, an announcement at a movie theater (the slide show prior to the flick), skywriters, billboards, etc....
Me? I opened up a box of Cracker Jacks and put the ring in there. I resealed the prize bag with a small card popping the question, resealed the box and waited for her to open it.
It was fun!
