where i live, if the ambulance comes to your house and does not take you to the hospital, then there is no charge.. at least not after the first 3 times.. after that it is 50$ a call....

Yes, once the ambulance is dispached you are charged. Even if they leave without taking you with them.

most likely no. there is no transport, no fee.
at least that is how it is where i live . we have a volunteer ambulance service

well if it dropped you off at the bar, you should have bribed the paramedics with a nice brew before they went back to work... they might have cut you some slack!!!
