how long is the judgment good it has been seventeen years. does a judgment expire after a certain amount of time?

Well if the judgment to suspend your license is for non payment ( I would assume you received a ticket for your accident that you did not pay) then you will not get your license back until you pay what you owe, plus reinstatement fees, etc. A judgment is permanent (forever) unless otherwise stated in the judgment.

Pay what you owe and you will be able to re-apply for your license.

Judgements do not expire. Do not try to get a new license. You will be asked when applying, if you have ever had a license and if it was suspended. If you lie and get caught, it is fraud and you will probably be arrested.

Did you ever pay it? The only thing you can try is head to your local DMV , apply for one and see what happens.
