regulation for renting room to foreigners?

is it true that if an Indian wants to rent his or her room to a foreigner, he/she has to report to government that there's a foreigner stay at home?

I find it hard to find a good Paying GUest accomodation because of this rule.

can anybody help to clarify?

you ar eunder no obligation to to report anything to any body, if there references are good thats all you need
