If I was in a buying situation like that I would call in a foundation expert and have him do an inspection and get his opinion before I made any offers.

Of course the seller is anxious to sell! He's trying to get out before the thing collapses! I would make sure there is a full inspection. If someone has let a house go to the point of there being damage to interior walls, you may have other problems too.

Personally, I would walk away, but you can tell the seller you will buy if they make the repairs to the house.

There may be way more at stake than a simple foundation repair. Be sure to have the drains tested to make sure they are not leaking, called a hydrostat test. Test the water lines to make sure there are no leaks in the pipes. When there is foundation movement in the plumbing areas that is generally not a good thing. If you do have the plumbing tested, use a reputable company. The same with whomever repairs the foundation, be sure to check them out and the warranty. There are lots of crooks out there and that is one area you do not want to play around. You can really be in a mess if you do not make the repairs because if the insurance company knows you were aware of the problem and did not fix it, that gives them a leg to stand on to not pay your claim because the problem worsened due to your negligence. Also, if you ever go to sell the house by law you have to disclose any known problems which could also cause you issues. I would be hesitant to buy a house with foundation problems in the first place. Best of luck

Is it a new or old house? If it's old, and the damage is old and isn't continuing, then it may be ok. If it's a new house, I wouldn't buy it. You don't know how much more damage there will be.
