It means small compared to the distance between them. This is so that there is negligible error in assuming that the infinitesimal individual contributions to force that act over the conductors' volumes act in the same direction, and that even though those contributions operate by an inverse square of distance rule, the mean distance can be assumed to be the center-to-center distance.
