What it takes is gonna be a LOT of programming experience and networking knowledge.
How much to pay a developer, depends if they have a part written code set they can pull and and fit a front end to for you ! If not, that's going to be expensive . . . also you are trying to get into a crowded market, skype, MSN, Yahoo, internetcalls, etc etc etc and you expect to make money ?
