If educated are rewarded properly that will work as incentive for people to become educated.

Fines for parents who don't send their under sixteen-year-old children to school would be a beginning while all those children in school should get a grant every year (a good incentive for parents and it also helps poorer families with buying uniforms, books, etc).
A nationwide campaign in the form of adverts, leaflets and billboards would also be a good start, cheering the benefits of children receving education, and it would be useful to get celebrities involved to bolster the campaign.
