Yes, to some extent. For a large system to operate, there must be some sort interface by which the components may interact and cooperate. Federal goverment structures provide this, though that's not to say it must be as large and inefficient as federal governments tend to be.

I think you are onto something. The idea of us not needing a Federal government is more then enough to get the office of Homeland security interested in what you have been doing on the internet. Now that we are both tagged I will give you my answer.
Our Federal Government has grown way outside it’s initial boundaries. Remember in a Vacuum power is always assumed. Well our government has assumed hoards of power over that past few hundred years. If you follow the constitution the Powers of the Executive branch gives it the authority for foreign policy and is charged with the protection of the American way of life. Now look at the executive branch. The FAA, FCC, FDIC, FBI, CIA, ATF,FEMA, FDA, NWS, USGS, US Post Office, Department of Transportation, an the list goes on an on. They decide what food is good for you, what drugs, and countless programs to regulate what our children learn, and how money is spent on roads at home. Every aspect of our lives are being filtered through the Monster of a government. From the books we can buy to what we see on TV.
Now seeing this monster for what it is today, I don’t believe that a board of Governors could handle running all of that. I don’t think the Federal Government does that good a job of it. I don’t think our founding fathers would have ever approved the Federal Government providing Farm Subsidies to keep people from growing food in order to control a commodies market. Yet we do it every day. I don’t believe our founding father would approve of a Trade imbalance as we have with the rest of the world. I don’t believe they would approve of Federal troops being used to subdue a small religious sect as they did in Waco. Our government has out grown the boundaries of the Constitution on which it was founded. There is no turning back and all we can do is hope for a better day. Our American way of life is a way of the past. We now live in a Globalize market. One in which most Americans are ill prepared to operate in and we will be taken advantage of at every instance. The worlds problems are now our own and we just have to grin and bear it. Our immigrations policies, our spending policies, and the majority of our laws are out of the hands of the people in the hands of the world powers. We have stepped into an age in which all Americans will soon be under the control of the World Government and our futures will lay in the hands of people we have no say over. All we can do is remember how good things use to be and try our best to go with the flow.

Take a civics class. We had open rebellion, or Insurgencies when we were under the Articles of Confederation (1781-1787). That system failed.
Or is you mean a Federal government run by a board of governors-see congress.

Federal is nice because there is a ultimate authority to go to governing all the states... which all the states must recognize.
