Why not use the system restore disk and start with a fresh image. This will eliminate any of the previous owners junk on the install too.
If you prefer not to do that, simply ask the previous owner for the password and change it. If you can't do that, I would be highly suspicious on your method of acquiring the laptop.

type in "net user Administrator (Password goes here)" (Without the quotes, And put in a password in place of the "(Password goes here)") So lets say you want to set the password to "computers", You would then type in: net user Administrator computers Simple as that! And doesn't involve rebooting!

go into bios that should show you what the old one is .
I have gone into f8 for safe mod and hope that he administrator account is not coded too, if it lets you in then go to control penile and remove the password or just change it if you can
if not then you will need to call maybe Microsoft and they might know how to get around it, or if you have the operating system CD then you will be able to reformat the hole thing and do it that way
Good luck with that

If you contact Dell, they can supply a new set of restore disk for this computer. All that they will require is the model and serial numbers off of this machine. The only problems that I can foresee would be if this computer has ever been reported stolen.

if you can log on as a user or guest, do so and run cmd.exe .
In the popup window, type in "net user" and a list of usernames should appear.
Type in net user UserName * /domain
Then Type net user UserName Newpassword
After this, the system should prompt you to retype the new password.
The password is now changed.

Is the reason you don't have the password is because it was stolen?
