currently, my downloads are transferring at a rate between 4 & 6. Relatively new toshiba satellite notebook.

Actually with MS Vista, you may find a decrease in network performance compared to previous versions under certain conditions. MS Windows Vista includes Digital Rights Management (DRM) to protect media content and sometimes the software has to "check home" to ensure you have permission to play video or audio content. If you happen to be downloading while playing DRM content, you'll notice a slight network performance decrease.

To improve network performance with any OS, you'll need to look at your network options. Increasing your ISP service level tends to be the primary option. Most home networks tend to run 100 Mb/s for wired and 54 Mb/s for wireless while your speed to the ISP tends to be anywhere from 56 kb/s for dial up to 5 Mbps for typical broadband service. The bottleneck is going to be from your router to the ISP. You can get faster service, but expect to pay a premium for that option.

You must have broadband connection to increase your sapeed. There you can get transfer data rate up to 28-30, although the connection is 256 kbps. But this speed may be more during off peak hours.
