Because developers are notorious for not testing their own code. They are too close to it. They are too invested in it being good. And then, there is the ego involved. Developers don't want to find anything wrong with their code. You need people who can look at and test the code, objectively.

For the same reason people ask friends/family members to read their essays before submitting them to teachers: when you have worked closely with something for a while, you have it memorized and tend to glance over it instead of really focusing on the details. At that point, it's easy to miss small, but significant mistakes.
