Hi,
It's in some cases ok, but not all cases.
But now a days it's good idea to earn money with in shortime.
So be care and send sms, if it's most necessary.
Eg: that sms will give birth to any body.... in that cases it's ok..

It will probably be made illegal eventually. The reasoning behind making junk faxes illegal is that it costs paper and ink to the receiver. While telephone solicitation doesnt.
Since SMS is limited on some accounts, it will be a race to see if its made illegal or the accounts all turn into unlimited SMS which would kill the effort.
Part of the problem with any of this is that people have to complain. The people who can make such changes, dont have the problem.
