I agree that it would be cheaper to buy a new one than ship an old one. Also, old used tanks can come with problems. I got a used tank from a friend - it had a lot of algae glued to the sides. I washed the heck out of it - even used bleach and salt, rinsed until I was certain I'd killed every molecule of algae. I filled it and within three weeks had a rash of blue and green algae that I never could get rid of.
New tanks at Walmart and PetSmart just aren't that expensive, and they usually come with all the fixin's, including filter, lighted hood, even some dechlor and fish food. You only need to buy a heater (and that's only if you're keeping something other than goldfish).

try craigslist.com and see whats being sold around your area, a great site to find really cheap stuff, and a 29 gallon is prettyycheap new.
