Go carts are a good option, you could also try a sit down motor scooter, you do not have to balance on those alot. My friends daughter has one, it is a Razor, and I know it she has a purple one but I think they come in other colors. Try this link: http://www.walmart.com/search/browse-ng.do?ic=24_0&ref=125871.220685&catNavId=4178&fromPageCatId=4178&catNavId=4178&fromSection=LN:Bikes,%20Scooters%20&%20Skates%20Category%204178 Then here is another one: http://www.walmart.com/catalog/product.do?product_id=5044013
Hope this helped

I just asked on babycenter and will come back and add ideas here. HOpe all this helps.I know from being a public elem teacher that there are zillions of these things available. Ask a local PE teacher, even if it is middle school, preferrably an elem teacher and they will know sites and catalogs as they are required by law to have stuff available for children with issues like this and this should lead you to many items,
Now, you answered my WEBkinz question and I would love to know if they do wear clothes if you think I can make some, I've sewn for 44 years, skill is not the problem but would kids like that clothing if it were "special" ?? what ideas can you give me for the WEbkins clothing ideas as I am trying to find something "hot". SEARCH BIG TOYS FOR A START AND GET ON THEIR FREE MAILING CATALOG LIST AND I BET OTHERS WILL CONTACT YOU. Email info@bigtoys.com email them and ask your question, This stuff is going to be expensive BUT IF YOU CONTACT THEM IT WILL LEAD TO ANOTHER LINK FOR MOM'S LOOKING FOR STUFF LIKE YOU or check with the local people who buy those bikes for the mentally handicapped adults and they will have company numbers and web sites, I love all children can you tell !! and especially "special ones" who need to enjoy life just as much !!....... go to www.babycenter.com, find the right group and ask this is a huge wonderful site and covers ages conception thru age 8, I know someone there will know it is a marvelous site, great reference.

I work with children this is a brilliant toy low to the ground and the power to steer and move with your arms legs resting. Very unique and my eight year old loves it.
The Loopy is a unique and versatile toy that can be propelled in any direction, or can rotate on the spot. This toy is suitable for use by the physically handicapped as well as the able-bodied and is ideal for encouraging co-ordination.
• Height of frame 150mm
• Diameter of frame 780mm
• Age 4 years+

With supervision I enable my babies use them as early as they could walk. allowing them to relish the exterior will help them improve up liking outdoors activities. (baseball, soccer, swimming..etc )With my first toddler i did not take him out as quickly or as usually so he would not relish the exterior as plenty. So commence early in case you relish the exterior. there are a number of toys available for small infants. Even verify with a flea marketplace now and returned you may now and returned get a like new toy for a million/2 the value.

Wish you'd said how old he was. My grandson who is almost six and can ride his two wheeler without training wheels, still loves using riding toys.
This site has some cool ones, though they are expensive as they're high quality.
