Does this rule conform with GATT/WTO obligation "A country decides to reduce its tariff rates by 10% in relation o any country that does not apply illegal trade barriers to its own exports"

Any member country has to abide by the GATT/WTO rules upon membership including the reduction of tariff rates.

A right? Yes, but not necessarily an obligation. The statement would be better if "individual" were more precisely defined. Ms. Roosevelt was implying, I think, that we have a moral obligation to realize our potential (our individual uniqueness) and contribute to society, as well as to our own happiness. But whether or not that is true, depends on what morality you espouse.

Although it does not sound like a bad proposal, the regulations do not provide for unilateral tariff restructuring. If it were agreed upon in committee, only then would it conform.
