This happened in Kirkuk, a Sunni Kurdish area of Iraq. The separatist movement there would like to annex parts of Turkey and Syria, ethically cleanse the Turks, and create a united Kurdistan. The murdered children were Turks. The killing of Al Qaeda occurred in a different part of Iraq and could be a red herring.
The bomber was not necessarily conservative or religious. There are many possible motivations and you should check later and see whether our press identifies his ethnic group and sect.
