On the Internet typing in Caps is considered as shouting specially when you are chatting, and nice people don't shout at each other or do they ? :o) Its just net etiquette.
While in Rome do as the Romans do

some people use caps. to make easy reading and easy to understand... like this
rn or RN the Caps is easyier to read as RN which rn looks like a lower case M.
i say , if the person not tring to be rude. you know either way.. if written in CAPPS or lower case.

i have a habit of it sometimes,, and i hate it when i accidentally hit the caps lock and i look up and half is written in capitals,,, it makes it look like i went mad , lol
