IT help desk is a general term for providing any sort of IT help to anyone who contacting the help desk for whatever products the company is providing supports.
So if the company is selling memory boards for PC, then people might call about their trouble when installing their memory chips.
A help desk for a accounting software firm will be answering callers about their trouble for using the accounting software.
An internal IT help desk for a corporation could be handling all kinds of IT issue for the company's employees. These issues could range from software, hardware, infrastructures and everything in between.
So IT help desk is not the same as infrastructure management, but infrastructure management could be part of IT help desk.
The second part of your question about moving toward software development. For the most part, it is a big switch because infrastructure management does not deal with software development at all. However, you might have touched upon a bit of software from the users perspective while performing infrastructure management and thus might be easier to learn about developing software such as device driver and firmware. But keep in mind that the job demand for this area isn't as great as other commerical applications.

Help desk to provide help to the employees working in a place. How come then that you are trying to classify as infrastructure management? I am afraid that you are not clear as to exactly what you want.

You could move from infrastructure management to software development if you studied programming I guess.
