Does that also apply to the person they are talking about?

I'm sorry if I am not clear here... XYZ News talks about YOU on their website and their news papers. However they have a policy that says no one can copy their material or reproduce their material. Does this policy they have also apply to YOU the subject of their story.

If you mean, can they publish the "persons" image, and stories about the "person" without breaking copyright laws?
Yes they can.
They can't take an artist works , or an authors copyrighted materials however.
If your in the public eye, unfortunately the law even seems less protective than for the average person on the street.
Photographers can sit in trees, rent helicopters, and park outside you drive if your famous.
If they did that to the average Joe, and why would they, a judge would probably site them for harassment.
Guess that's life for the rich and famous.

It depends on the situation. If you want to comment about that person you are more than welcome to as long as you either cite the source of your information, or find out the information on your own, by talking to individuals involved in the story.

The true purpose of citing a source, imho is to allow yourself legal room for separation from any negative recourse that may come from you reporting information that may not be factual.

I would think any one would have a right to have a discussion, talk or refute what another had to say about them. It would be a matter of free speech.
AS long as you do not copy it verbatim and change it up or or you note it as a source it would not be plagiarism.
