I forgot my bios password and I have a bootable disk that will allow me to delete the password so I can use the computer but the bios password prompt appears within 2 seconds of turning on the laptop.
I need to make it boot from the CD in order for my program to work. Someone out there has to know how to set the computer to boot from the cd before that password prompt shows up...

You change the boot order by going into the BIOS, a temporary change can be made by pressing F2 before the password prompt (which will bring up a menu after you've entered the password).

Since you're problem is that you've forgotten the BIOS password you're going to have to send it back to Toshiba to have the password reset (and they will charge you for it as well as expect to see proof that you own the laptop). You do not have a bootable disk that will allow you to delete the password, such things do not exist for BIOS passwords (the computer will not boot from *anything* until you've entered the password). What I suspect you have is a disk that will remove a windows password.

Oh and don't bother trying to remove the CMOS battery, that won't work either (the password is stored in non-volatile memory that will keep its contents without needing power).

Flashing the BIOS won't work either, you'll need to get past the password to do it first (and even then the password may stay intact although if you can get past it to flash the BIOS that's not going to be such a problem).

There's only 2 ways to get around a bios password.
1: Know it, log-in with it, then delete it or turn it off

2: Flash the BIOS with either the original setup or an update. This will reset everything and is only recommended if all else fails....flashing the BIOS when not needed or even if it is, can be risky, especially if you do it incorrectly or use the wrong version.

Laptops are different in there setup with the BIOS in that they store the BIOS info and password stuff on an area of the motherboard that does not require any power....unlike a PC where you can reset the BIOS using jumper settings and removing the CMOS battery. You could try contacting Toshiba for a solution, but most likely they'll simply suggest sending it in for them to reset it, and you'll pay for it.
