I wouln't think "pipe off" is mean.... It's just saying to "shut up"... in a nice way. lol... Teasing is teasing and can be cruel sometimes. Kids do that to other kids too much, and for no other reason than to get a rile out of the person being picked on. Teasing can hurt feelings too... No.. I don't think it's mean, especially if what was said was mean.
