gilmore is your best bet. the gilmore it center (the building with the shakey's in it, i'm not what its name is actually) has a number of shops selling second hand laptops.
i personally haven't seen a brand new laptop below P15k, but it doesn't mean it doesn't exist.
like bigfoot, it COULD be out there.

try laptop.com.ph or you can also visit their shop on the ground floor of starmall edsa & on target mall, santa rosa, laguna. pretty cool laptops at less than 15k.
