Um I don't remember ever seeing her wearing mens underwear and I saw the movie in theaters five times, and I own the DVD and have seen maybe over 30 times.

I don't think so.
I think Rose was being dressed by her mother for an evening event. She was probably wearing undergarments, a corset is perhaps what you saw.
The women of those times were far more conservative than they are today. The underwear they used were longer, covering up more exposed skin. And the corset was used to enchance their cleavage, and their body form.
IMO.

I don't remember seeing what you are referring to, but...she may have been wearing underwear from that period in history, which was more often than not white, and was looser fitting than womens underwear of today. They would have looked more like mens boxers, only more delicate.
