Atlantic City is busy year-round. So here is what information I can share with you to help you decide . . .
The weather will be cold usually from November thru March. September, October & April will be cool, but not really cold and sometimes these months will have very warm days (we were in the 80s just two days ago and its October!). Of course we have fluky weather sometimes and get 60-degree days in January.
If you want to take advantage of the beaches, June, July & August are probably your best bet.
If you can afford to stay in one of the casinos, I recommend it. Then you could come down in the middle of the night when the place might be a little less crowded. Weekends also tend to draw more people to AC.
I've been to Atlantic City in every month of the year and at various times of the day/night. It is usually busy.

You should go visit Atlantic City at least one time and perhaps go to a performance at The Boardwalk Hall. It is an old building. There is a lot of history here. I went for the first time yesterday and found it was much more diverse than Ocean City, MD. All the races were almost evenly divided. I think that is interesting. But they are right about the ghettos so watch out.
