They are constantly snacking on 'Scooby snacks', always have the munchies, both of them are usually out of it or sleeping & the scooby gang is a bunch of teenaged hippy kids... thus they fit the profile of your stereotypical 60's stoners.
Scrappy however ... who knows what scrappy is on... o.O

If it helps, i was an extra on the movie out at an Island off of Queensland, Australia for 2 weeks and the crew and about 150 extras were pretty stoned the whole time:)

it looks that way but i think there just surfers that why people think that they are stoners and its set in the 60s ok ok there stoners and thats it
