I know there is no such thing as a stupid question, so I'm going to say this is an interesting one! Personally I think it's illegal if you get caught or not. A person know what they did, like Rape for instance, and they didn't get caught, but in their mine they know what they did and they also know, it was very much just plain illegal. Unless you are sick individual. Now on to the semi-extreme things: drugs, some people use as medicinal purpose, like marijuana, that's legal. Stealing-NO. Other drugs, everyone knows it's illegal even though there are so many people that do illegal drugs, not just the average Joe. Professional people, such as lawyers, doctors, I could on and on. Know Petty things; speeding, not using turn signal jay walking, I'm not going to say it's not legal, but if you do get caught, then it becomes illegal. I speed everyday. There is never enough time. I try to make sure I watch the road and no one get hurt. I have never had a wreck, (knock on wood), but many speeding tickets. VERY INTERESTING QUESTION!

The definition of illegal is prohibited by law. The definition says nothing about getting caught.
All laws are made up of elements. As soon as every element is met, you then have an illegal act.
The severity of the offense has nothing to do with it. The law provides for stiffer punishments for, as you call it, extreme things. This applies to punishment only, and does not make it any less illegal.

Its only illegal untill the laws change. And laws changing are only a matter of time and perception. Convince enough people that murder should be legal and you will be able to put someone down like a lame horse.

If you do not use your turn signal on a back road in the middle of nowhere and their is not another person within three miles (example meaning around to be affected, know, or care) come on that should be a $15,000.00 fine so you can feel better, help support the local politicians, and pay your debt to society. We are being used people

Contravening the law is illegal , no matter what .
It is better not to get caught . The petty things that you mention , equally . Jumping traffic lights , speeding , not using signals could all cause the death of somebody else . Jay walking , might add to that your own death .
You can sometimes get away with committing a petty crime ; but it is none the less illegal .

As a law student i can safely tell you theyre all illegal even if you don't get caught. Thats the law plain and simple, and even if you dont know theres a law about a subject that still doesnt matter the law states ignorance of the law is no excuse

It's illegal whether you get caught or not under any of those circumstances. The law was broken...it just so happens that the person may have been lucky not to get caught breaking said law.
