At night preferably around 2-530AM. That's the least busy time.

I am assuming that you are asking for informational purposes and not because you have a severed limb on ice and you'd rather wait at home before spending an evening in the ER. I truly depends on the time of year, time of day and other factors. If you are experiencing signs of a heart attack or stroke, regardless of how full the waiting room is, your case takes priority and you are going to be seen right away. Late at night in the winter is bad because that is usually when all the kids spike their fevers. Also, just because the waiting room is empty doesnt mean that the treatment area is as well. Where I work, prime time to walk in and be seen in our ER is between 3 and 6am.

questions like this make me laugh (not trying to be rude)!! the sole purpose of the emergency room is to be treated for an emergency-if you're trying to decide what time to go in-then you probably don't have a true emergency.
any answer you get on here will not be accurate and that's b/c the e.r can be busy at ANY time. you can call them and have them tell you it's not that busy then 10 mins later, 15 people can walk through the front door. all it takes is a simple car accident and you can have 2-10 people in the er for it.
if you are sick enough to need the er then go-don't worry about how busy it's going to be b/c there is no set "non-busy" time.
