Most hotels in Las Vegas require you to be 21+ in order to check in. The names on the reservation, ID, and credit card must all match. There are; however, a few hotels that will allow 18+ check in. Those are the Riviera (only one on the strip), LVH (slightly off strip), Super 8, and the Golden Nugget (Fremont Street). If you are the one who is booking everything and planning on using a third party website like Priceline you should also be aware of the age policies on those sites as well. Some require that you be 21+ in order to use it regardless of what the hotel actually allows. Your reservation could be cancelled without reimbursement. I would book directly with the hotel. Update: You may be able to get away with using someone's credit card in other areas of the country. However, Las Vegas is a very transient city and they do check to make sure everything matches.

Some places - such as Atlantic City - have age restrictions, so that is true. You won't be allowed into the casinos so I'm not sure what you plan to do for a weekend.
You may want to consider staying close to, but not in Atlantic City. Try Pleasantville or Egg Harbor. You may be successful.

book online, maybe though travelocity or expedia or hotels.com or something similar. I am way over 21, but I don't recall those sites ever asking my age beyond "how many adults and how many children". You will need a credit card though.

Don't expect to get into the casino gambling areas once there so easily though :)

Alternatively, you can find Motel 6 or other motel type places, but if they exist in AC, well, you might not want to do that.
