Instead of thinking of reducing the use of the plastic bags, think of a way to "use" them.

My wife uses the Wal-Mart plastic bags, weaving them together, to make rugs for the kitchen. She has so many on order she can't keep up. Wal-Mart has announced they could care less what the new laws are, they will continue to use plastic for their groceries. We collect them from everyone. When my wife has bundles of them, she'll make several rugs out of them.
They can be used for purses and carry bags also, other items that simply do not wear out.
