There is a salary scale that is dependent on years of service. For rookies there is a salary scale for draft position as long as they are a first round pick.

But to truly answer your question there are guys in the various teams training camps under what is called a training camp contract. It is a non-guaranteed contract for the duration of camp and pre-season for $20,000.
