can i put Tetras with a male betta? can tetras live in a fish bowl?

You could put Neons (they are schooling fish, so you would need 5+) in with a Betta, but that would mean the tank would have to have a filter and heater, as well as adequate room to swim (10 gallons is best, but a 5 gallon tank would be the absolute minimum). Neons (unlike Bettas) extract oxygen from the water instead of the air. Stagnant water is very deficient in oxygen, which would cause the Tetras to suffocate. Unless you want to get your fish a real tank with a filter AND heater, the only other thing you could add to the bowl would be shrimp. Shrimp can be fascinating to watch. Species like Red Cherry Shrimp and Amano Shrimp display attractive colors, while Ghost Shrimp and Singapore Shrimp are kept more for their uniqueness. Be sure you are cleaning the bowl at least twice a week, or your Betta will be miserable with the massive ammonia buildup. Email me if you have any questions.

I've been told to keep to one inch of fish per gallon of water. That said, adding new friends to your betta's tank should be supervised, the male bettas have different personalities. I've had one that don't mind having tankmates, and one that would try to eat anything else in the tank [and he had a 30 gallon tank to play in]. I'd suggest keeping an eye on your betta's behavior when you float the new fish to acclimate them to the new tank. If he constantly attacks, he might have a problem with new friends.

Get a bigger tank. The bigger the tank the better you can handle issues with the water and such. The fish will be allot happier as well. Think about it, you wouldn't want to spend your life in a tight space that is crowded with others would you?

most tetras are fin nippers and fin nippers aren't good to house with bettas
bettas do better with danios, white clouds, shrimp, snails, african dwarf frogs, cory cat fish, and white mollies.
besides that tetras need filtration and heat regulation (actually your betta should have both of those as well) as they are tropical fish and trying to house them without the necessary equipment on their tank/bowl can cause lethargy, disposition to illness, and premature death

you can get as many as you want. they like to be around one another. 6-10 is average. the beta won't hurt them
