Fenders are made out of plastics, and some temporary racing buoys are made out of plastic, but in my experience permanent buoys are steel, and the big weather buoys certainly are.

Take a look, for example, at the NOAA weather buoy in the linked website. Pretty amazing, no?

both zanith and redwood are right...small buoys for privately maintained channels.marinas, swim areas that sort of thing are plastic.......

weather buoys as in the big NOAA buoys anchored out in the deep sea are indeed steel and are there even after the hurricanes pass over them

They are different...Most use ABS plastic, filled with urethane foam...Some have HDPE shells with urethane foam...Some are made with LLDPE shells with the urethane foam...Polyethylene is also a new material they make the shells from.
