Your "news" is two years out of date! Mars gets close to the Earth every 26 months, and the last time that happened was October 30, 2005. The next time will be December 19, 2007. But Mars is visible every night right now, rising about 11 p.m. local time.

There are no special dates when sky objects magically appear. It is true that sometimes they are more suitably located than at other times, but the planets and most other sky objects are visible for long periods of time and can be observed anytime they are above the horizon. Right now, depending on what time you look, Jupiter is still barely above the horizon in the early evening as are Neptune and uranus, Mars is nice and high in the sky a little later and saturn as well as Venus are visible in the early morning, just before sunrise.
