Let's try this with variables:
AB
CD

So the numbers are:
AB, CD, AC and BD and they add to be 200

Mathematically:
10A + B + 10C + D + 10A + C + 10B + D = 200

10(A + C + A + B) + B + D + C + D = 200

20A + 11C + 11B + 2D = 200

Let's try some values now:
A = 9
11C + 11B + 2D = 20
Here there is no solution because at a minumum C and B must be 1...

A = 8
11C + 11B + 2D = 40
11(C + B) + 2D = 40
We need for C+B = 2 and D = 9
therefore C = B = 1
So one solution is:
81
19

A = 7
11(C + B) + 2D = 60
The nearest multiple of 11 that is an even number away is 44, so D = 8
C + B = 4
Here are 3 more solutions:
71 72 73
38 28 18

A = 6
11(C+B) + 2D = 80
The nearest multiple of 11 (that is an even number away) is 66
C+B = 6, D = 7
5 more solutions are:
61 62 63 64 65
57 47 37 27 17

A = 5
11(C+B) + 2D = 100
C+B = 8, D = 6
7 more solutions are:
51 52 53 54 55 56 57
76 66 56 46 36 26 16

A = 4:
11(C+B) + 2D = 120
C + B = 10, D = 5
9 more answers:
41 42 43 44 45 46 47 48 49
95 85 75 65 55 45 35 25 15

A = 3
11(C+B) + 2D = 140
C + B = 12, D = 4
7 more ways:
33 34 35 36 37 38 39
94 84 74 64 54 44 34

A = 2
11(C+B) + 2D = 160
C + B = 14, D = 3
5 more ways:
25 26 27 28 29
93 83 73 63 53

A = 1
11(C+B) + 2D = 180
C + B = 16, D = 2
3 more ways:
17 18 19
92 82 72

1 + 3 + 5 + 7 + 9 + 7 + 5 + 3 = 40 ways

The range is found by subtracting the lowest from the highest number. So, in this case, the range would be 9 - 1, which is equal to 8
