I guess not. You mean bare arms or carry guns? If they made short sleeves illegal then no we wouldn't have the right to bare arms. If that's what you mean

Only if you had a permit to bare your arms.
Sometimes it would be nice if some people did cover their arms.....and other bodily parts, for that matter!
So... hey! Get out there and enforce the law!
