I have tried to kill a tree by cutting the tree down to the roots. I have even put motor oil for the roots to die but the tree still resurfaces. Any ideas on how to kill a mature tree permanently?

Not knowing the kind of tree you have, I can only mention a couple of cases...
We accidently killed a mature pecan tree over 30 feet tall. It survived Katrina flood of 16 feet. A year later, we sprayed around the tree with a very strong concentration of weed killer. In ten days the tree was dead.
Another brutish way is to girdle the tree. This means cutting deep groove through the bark all the way around the tree. Most trees can't survive this.
We accidently killed a beautiful hickory tree by spreading dirt around it to build up the grade while working in an RV park.
The tree specialist explained that we had smothered the tree by burying the hair roots too deeply.
It was an ignorant thing to do. I hated to be part of that.

Drill deep holes into the tree trunk and pour rock salt into it. This will kill the tree and its roots so it doesn't sprout. Secure some aluminum foil over the holes to keep the salt out of the ground. I know it sounds bizzare, but it'll work.
Unless maybe you're trying to kill an olive tree. Those things are practically immortal.

Motor oil is a bad idea, it could contaminate underground water supplies.
If you keep cutting the saplings that resurface, it will eventually stop growing. The roots do continue to grow for a while after the tree is cut down.
If you do decide to use gas, as some are suggesting, use only a small amount. This could also contaminate the water.

Go to home depot, lowes and ask in the garden dept for some type of kill. I know I use to see it advertised in those catalogs like spencer gifts. Where the guy would hack it down as close to the ground as he could and then pour the kill on it. It would not grow back.

Try stump remover. I don't know for sure if it will work but it's only 8 dollars at the hardware store. Also lyme does a good job on weeds and grass might work on trees.

You know that's first degree murder on a tree and carries a life sentence or even death depending on the state you live in... haha =)
Honestly, You have to call a professional tree cutter place they will tell you what to do and if you don't have the tools to do it you know they want to make some money and will go there and do it for you.

Cut the tree down to the base... and then use an axe to chop it up a bit to make small slits in it...
then pour gasoline in the tree... alot of it, enough to soak the ground and every thing...
then light it on fire, and while it is burning, cut it up a bit... and repeat the process as needed...
