Actually, Vader is the most powerful. Vader is far more powerful than Yoda because he was conceived by the midichlorians. He is the most powerful force user in the movies but according to some of the books Luke because more powerful later (although this can not be counted as cannon). Yoda, may have been more powerful than Vader during Episode 3, but during Episodes 4 - 6 Vader was more powerful than even the Emperor.

I like Vader's size and reach advantage, but Yoda with force lighting? Go with the old green guy.
