Who *really* knows? Realistically, all we have as a means to answer this question are "beliefs" we put "faith" into. So, if beliefs dictate God is indeed an entity, she/it/he resides or is from *somewhere*, and this place is believed in, then those who have faith in these beliefs will probably get you as close to knowing as you'll ever come. Soooo, in this case, I am definitely not your go-to girl. LOL. But, there are many attractive answers above mine ;-).

Yes. Earth is in this universe, and humans, through their evolution toward a more civilized society, developed the need for God(s), thus making God from this universe (and planet).

Sure, the constitution of the Universe says that you can only run for God of the universe in which you live. Kind of like the U.S. Congress.

Yes. What the laws of the circle are to all circles. God is to the Universe. Like substance, God is the causal chain or process, the underlying condition of all things, the law and structure of the Universe.

This concrete Universeof modes and things is to God as a bridge is to its design, its structure, and the laws of mathematics and mechanics according to which it is built. These are the sustaining basis, the underlying condition, the substance, of the bridge. Without them it would fall. And like the bridge, the Universe itself is sustained by its structure and its laws. It is upheld in the hand of God.
