Are we conditioned into our own cultural milieu so that we lack the ability to see the things which require change...kind of like sociological tunnel vision?

Yes.You might have met some people who kind of pride themselves in being primitive and deeply immersed in their outdated culture that they not only look comical but also gone cases.Apart from the inability to grasp the need for a change,such people have dreaded fears of failing if they ever tried to join the main stream life.Incidentally,most take shelter and
advocate as being staunch protectors of their ancient(read out dated)cultures.
