He never did. The name of the song was simply 'Young Turks', and it was the title song of an entire album of songs.
He was referring to a distinct group of young English people who were similar to the 'Yuppies' in America. The upwardly mobile affluent consumers whom the world catered to, desiring their money.

They were called 'Turks' simply because in the distant past, the Turks were viewed as a menace to the Christian World, and the Saracen Empire was considered such during the Crusades.
The older generation of English people viewed these affluent younger ones as a threat to their slow and predictable way of life with just cause. Look at England now, a nation of sell-outs and corporate takeovers from foreign sources. All for the love of a fast pound. A plague of unwanted immigrants.

Rod Stewart said that he got the title from a term his father used to describe people who had no motivation or direction in life. Interestingly enough, that title is never once sung in the song's lyrics.
