Perception is affected by religion, culture, education and other socio-economic factors. Decisions of people are affected by what most of the people perceive to be right. For example, a voter will likely vote for the candidate who is favored by most of the people.

The eyes are a good source of perception... :)

You've got mass media, news, television, coworkers, etc...
You make decisions based on what you perceive from these outlets.
