So, this year I've decided I'd like to be Oscar The Grouch for Halloween, but the only problem is I cannot for the life of me find suitable fabric. I've tried a couple stores around town, looked a good amount online, all to no avail. Any suggestions? I would like to find something as similar to the real thing as possible (color and stringy shag), but am open and appreciative to any suggestions you all have.

You should just get some green fake fur. Run it through your washer, with no fabric softener, and it will come out rather 'ratty' looking. Let it air dry.. Another thing you could do with the fabric is to get a bottle of fabric stiffener at the craft store. Take some of it and apply to your fingers. Grab a section of the 'fur' and rub it back and forth through your fingers to form stiff " cowlicks " in the fur.

I am not certain where you might find suitable fabric for the costume but I have thought of a possible substitute. Perhaps you could get a bunch of yarn in the right color and glue it in loops to a sweatshirt, pull on pants, gloves and a ski mask (to cover the head and face) or other suitable mask like item. I have glued yarn before and regular white glue will really soak into the yarn a lot so it may take a while to dry. I would go with hot glue if it were me but if so do it with care. You don't want to get burned. I would go with the low temp glue. Good luck and happy halloween.

If you go to a place like JoAnn's, or even Wal*Mart, you can find furry, green fabric for not too much! The, when your costume is sewn, comb it in different places with a fine comb and it will make it scraggly.
Also, you can't forget Wormie! Just buy some fabric in two different colors and sew them together and stuff it with pillow stuffing. If you want him to be bendable, then stick a wire inside before you close it...

I have seen the fake fur in green, is that what you are trying to find? If you can't find that, how about fleece?

Here's a link I found for a lime green.... but you may be able to get some ideas from this: http://www.fabric.com/apparel-fashion-fabric-faux-fur-fabric-faux-fur-shag-fabric.aspx

I love Oscar! Good luck.
