I need to make a decision... There is an excellent professor who won this award two years ago, and is in good shape to win again.

The recipient of this award is chosen by a voting process, and is completely fair to every other candidate...

Can this professor win twice within three years? ...if that's what the voters want?

There are no rules regarding this situation. It's a student organization that is hosting this event, and awarding the professor.

If there is no rule against it at whatever institution gives this award, and the votes select that professor, it should be awarded to that professor.

Of course they can, unless their is a policy against it I don't see a problem.
