Y!A is a private institute that can and does set up rules as it pleases. When one joins this site one agrees to abide by the established rules and any subsequent rules that are added or altered.
It's as if I owned a club where the use of the word "you" was forbidden, and its use could lead to expulsion. Break the rule, be expelled.
One should abide by the rules that are set before him or else leave the situation that requires one to do so.
It's simple logic.

Agree totally! To say there's a set of rules when we sign up ignores the fact that many violations are received by users for no apparent reason and complaining is normally futile.

If someone does report another user there should be a box to state the reason why but as another user pointed out the violation seems to be automatic.
