The first step in going from privately held to publicly held is typically, if not exclusively, through an IPO, which I believe places some restrictions on the sale of the stock by the initial purchasers during a window of time. At this point, the stock is still over-the-counter, if I'm not mistaken.
Unless the company has already made a name for itself, it is likely to have to prove itself "worthy" of the "high standards" of the stock exchange, a tongue-in-cheek jab at the self-congratulatory attitude the stuffed-shirt conservative elitists at the exchanges have of themselves.

Here's the real answer... Depending on which exchange you want to be listed on there are several minimums you have to meet such as a minimum of share holders, a stock price, capitalization, there are others just dont recall what they are at the moment but its not as easy as one might think. Now you can go to the pink sheets and have virtually no minimums so that might be your best route if your looking to be listed on something.

around 4000 co's(for BSE) out of around one thousand-1200 co's are in ban era or are incircuit clear out because of multiple motives which contain of non-charge of annual itemizing costs And around 1000one (at NSE) Out of which in 850 scrips may well be presently traded
